The funding is available for projects to be implemented outside the EEA and Switzerland which involve German companies. Institutes of higher education and research institutions can receive funding for related research.

Under module 1, the Federal Ministry for Economic Affairs and Energy supports the establishment of production facilities for renewable hydrogen and its derivatives and accompanying or preparatory scientific analyses and studies (such as feasibility studies). Funding for local storage infrastructure and the transport of renewable hydrogen are now longer separate focal areas, but eligible only if they take place as part of a production project. Under module 2, the Federal Ministry of Research, Technology and Space supports associated research projects at TRL levels 1-3 and preparatory or accompanying scientific analyses and studies, the establishment of relevant research infrastructure and the development of operator models – all accompanying a module-1 project. The training of young scientists and business people can be part of a project. In this way, the funding guideline for international hydrogen project implements the National Hydrogen Strategy, which was updated in 2023, and does so in line with the Hydrogen Import Strategy of July 2024.

Companies interested in funding towards their cost of investment have until 18 December 2025 to submit their project proposals. The funding is still subject to the adoption of the federal budget for 2026.
